Experience
Mark Massey serves as the Clerk of Council, Open Records Officer and Parliamentarian for the Mayor and Aldermen of the City of Savannah, along the southeastern coast of Georgia. Mr. Massey serves as the official record keeper for all acts, oaths, orders, and proceedings including the preparation of the meeting minutes. He is responsible for a wide variety of written communications, and the position serves as a historian, a protocol expert, and a liaison to citizens, local & international dignitaries, and businesses. He maintains and processes all City contracts, manages the codification of the Official Code of Ordinances for the City, and administers the cemetery transfers, thereby managing the ownership rights, for all five (5) City-owned cemeteries. He has served in his current role for five (5) years and has exceled as a City or County Clerk since 2002. Prior to his service in local government, he was an instructional teacher for secondary education in the area of mathematics. Additionally, Massey taught at a technical college for students entering various technical fields and also at the nationally acclaimed Upward Bound Program at a community college which serves first generation college students.

Recognitions
Mark has received recognition and proclamation for the automation of historical minutes of the Board of Commissioners, during his 23-year tenure at Fulton County, GA. The records dated back to the 1800s. Upon his retirement from Fulton County, he was appointed as the first City employee for a newly created City within the county limits of Fulton County, Georgia (City of South Fulton). This new venture gave him an opportunity to utilize untapped skills, including but not limited to establishing the tax-exempt status of the jurisdiction, serving as the official endorser for all bank accounts and official documents, and coordinating the proper development, filing and codification of founding papers with the State of Georgia. All combined, these experiences yielded Mark the honor and privilege of serving as a peer educator for the primary governmental learning institution in the State of Georgia (Carl Vinson Institute of Government), serving 159 counties and 535+ cities and towns.

Service
Today, Mark serves as a member of the National Association of Parliamentarians (NAP) and the international Protocol Officer’s Association (PDI-POA). He holds certifications as a county clerk, a city clerk, and a public manager. Mark earned a master’s degree in Educational (Leadership) Administration and Supervision from Georgia State University, and a bachelor’s in science degree in the area of Mathematics Education from Fort Valley State University.
Mark is an experienced event planner through both his professional and volunteer work experiences. He is a seasoned nonprofit Board member, having held numerous leadership roles. Mark is a past president of the Georgia County Clerks Association, a former Georgia County Clerk of the Year. He was recognized as an Employee of the Year by the Atlanta Business Chronicle, and by the Fulton County (Government) Board of Commissioners. He formerly served on the Association of County Commissioners of Georgia (ACCG) board of managers, and he currently serves as an advisor, teacher, and mentor to others in his career field.
